Analyse the similarities between presidential government and prime
ministerial government. (12 marks)
One of the main similarities between the presidential government in the US and the
prime ministerial government in UK is the use of formal and informal powers. This use
constitutional power of commander-in chief was evident during Truman’s action in
Berlin and Korea, also with Obama’s killing of Bin Laden, similar to the use of Blair’s use
of prerogative power during the Iraq War. The structural and rational similarity suggests
the President to be the commander-in-chief of the Armed Forces who can use the
informal power of executive orders to deploy US troops, similar to the UK PM who has
prerogative power to use royal prerogative to deploy troops abroad. The presidential
and prime ministerial have similarities through the use of formal and informal power
such as patronage, cabinet appointments, power of persuasion, fulfilling the role as
commander-in chief to advance their own policy goals.
Presidential government and prime ministerial government are both elected through
the forms of representative democracy. For example, the UK uses FPTP to elect it’s MP’s
who ultimately decide on the PM and the US uses electoral college to elect it’s
President. Both presidential and prime ministerial follow a representative government
which are run through elections, by which citizens select representatives to represent
them. The structural similarity is that in both forms of government, the people elect
their representatives, which gives the people significant power since they are able to
decide who will represent them.
Both of the presidential government and prime ministerial government have a
bicameral system. The U.S. bicameral system is divided into the House of
Representatives, where the number of members allocated is based on state population
and the Senate, where each state gets two members. While the UK Parliament is
bicameral as it is formed of both the House of Commons and the House of Lords who
are both involved in making legislation. This structural similarity provides both
presidents and prime ministers to be held accountable as the bicameral system allows
for scrutiny to take place. For example, the congress plays an oversight role in
presidential government providing checks and balances, while the legislations need the
approval of the House of Lords.
