In 1965, Tuckman first introduced the four team development phases: forming, storming, norming, and
performing. The fifth stage, termination, was later added by Tuckman and Jensen in 1977. According to
Tuckman, in the forming phase, group members attempt to identify the task and their individual roles, as
well as the ground rules.
It is further stated in the case that while the syndicate group had submitted its project charter, its team
charter was still outstanding. The purpose of the team charter was to identify team members, their expected
contribution, and the team’s objectives in the Action Learning Project, as well as any issues that would
