Introduction

Spatial Development Framework (SDF) 2040. These policies envision Johannesburg
as a sustainable, resilient, and inclusive metropolis. Yet, the gap between policy design
and implementation remains significant. Achieving lasting change will require a
coordinated action plan that addresses both the root causes and the effects of
urbanisation, while fostering collaboration between government, businesses, local
communities, and global partners.

 Migration: The city continues to draw migrants from rural provinces and
neighbouring countries, attracted by economic opportunities and better access to

 Economic pull: As Africa’s financial hub, Johannesburg concentrates both
formal and informal economic activity, ensuring a steady inflow of people seeking
work and livelihoods.
