South African National Defence Force (SANDF) in the provision of national
security. Discuss how its operations contribute to safeguarding national
interests and responding to internal and external threats. Support your
answer with examples and references to relevant legislation and policy. (50)

The South African National Defence Force (SANDF) is constitutionally mandated to provide
national security for the Republic. This role is not limited to conventional military defence but
extends to a multifaceted mission encompassing a range of internal and external operations. As
outlined in Section 200 of the Constitution of the Republic of South Africa, 1996, the primary
objective of the Defence Force is to "defend and protect the Republic, its territorial integrity and
its people." This foundational legal framework is further elaborated in the Defence Act (42 of
2002), which empowers the SANDF to conduct a variety of operations beyond traditional
warfare, including peace support operations, border safeguarding, and domestic assistance to
civil authorities. The strategic direction for these functions is guided by key policy documents
like the South African Defence Review 2015, which acknowledges a shift from a focus on
external military threats to a broader, more complex security environment that includes internal
instability, regional conflicts, and non-traditional threats.

The SANDF's operations contribute to safeguarding national interests by addressing both
external and internal threats. Externally, the SANDF plays a crucial role in promoting regional
stability in line with South Africa's foreign policy objectives. This is particularly evident in its
participation in peace support operations under the auspices of the African Union (AU) and the
Southern African Development Community (SADC). A prime example is South Africa's
contribution to the SADC Mission in Mozambique (SAMIM), where SANDF troops were
deployed to combat a violent insurgency in the Cabo Delgado province. By helping to neutralize
this threat, the SANDF directly contributes to preventing regional instability from spilling over
into South Africa, thus protecting its economic interests and border security. These deployments
underscore the understanding that national security is inextricably linked to the stability and
prosperity of the Southern African region.

, Internally, the SANDF is a critical last resort in maintaining law and order when other state
organs, particularly the South African Police Service (SAPS), are overwhelmed. A prominent
example is the deployment of SANDF personnel during the civil unrest in KwaZulu-Natal and
Gauteng in July 2021. The military was brought in to assist law enforcement agencies in quelling
widespread riots, looting, and arson. This intervention, authorized by the President in accordance
with the Defence Act, was essential in restoring stability and protecting critical infrastructure and
property. Furthermore, the SANDF conducts ongoing operations, such as "Operation Corona," to
safeguard South Africa's land borders against illegal immigration, smuggling, and cross-border
crime. This function directly contributes to internal security and the preservation of national
sovereignty. These varied roles demonstrate the SANDF's adaptability as a key instrument of
state policy, capable of providing a full spectrum of security services from conventional defence
to civil support.

Analysis of the SANDF’s role and functions
in providing national security
Introduction (quick framing)
The South African National Defence Force (SANDF) is the Republic’s principal instrument for
national defence and an important actor in the wider national security architecture. Its mandate,
responsibilities, and limits are set by the Constitution and by statute; its activities range from
protecting the country against external aggression to supporting civil authorities in times of
internal crisis, participating in peace-support operations abroad, and contributing to non-military
tasks such as disaster relief and border security. The legal and policy framework that governs this
role includes the Constitution (Chapter 11), the Defence Act (No. 42 of 2002), and policy
documents such as the South African Defence Review. Justice Departmentdod.mil.za+1

Core constitutional and legislative mandate
1. Primary object — defence and protection.
The Constitution requires that the defence force be “structured and managed as a
disciplined military force” and specifies that the primary object of the defence force is “to
defend and protect the Republic, its territorial integrity and its people in accordance with
the Constitution and the principles of international law regulating the use of force.” This
provides the SANDF’s foundational purpose and sets constitutional limits on how force
may be used. Justice Department
2. Statutory responsibilities and powers.
The Defence Act (No. 42 of 2002) elaborates on how the SANDF may be employed,
including details on cooperation with other security services (notably the SAPS),
deployment for internal support roles, law-of-the-sea powers, military police, and
military intelligence—all subject to constitutional constraints and civilian political
