The SARA framework—Scanning, Analysis, Response, and Assessment—is a

a) Scanning

b) Analysis

syndicates, high unemployment, and socio-economic inequalities (Clarke & Eck, 2005).

c) Response
Proposed interventions include enhancing police visibility through patrols, forming
partnerships with private security firms, running public awareness campaigns, and
deploying specialised undercover units to destabilise criminal organisations (UNODC,
2023).

d) Assessment
The outcomes of these strategies would be reviewed using crime trend monitoring,
community trust surveys, and analysis of disrupted syndicates. Lessons learned would
guide adjustments to future policing strategies (Goldstein, 1990).

The model ensures that the response to extortion and kidnapping is evidence-based,
structured, and adaptable to emerging crime patterns.
