Question 1: Analyse the Role and Functions of the South African National
Defence Force (SANDF) in the Provision of National Security
1. Introduction
The South African National Defence Force (SANDF) is the central defence institution of
the Republic of South Africa, established in 1994 through the integration of the statutory
and non-statutory armed forces. Its creation marked a critical moment in South Africa’s
democratic transition, embedding the principles of civilian oversight, accountability, and
human security into the defence system (Nathan, 2020). The SANDF is mandated by
the Constitution of the Republic of South Africa, 1996, the Defence Act 42 of 2002,
and the White Paper on Defence (1996) to safeguard the sovereignty and territorial
integrity of the state, protect citizens, and contribute to regional and international peace.
This essay analyses the SANDF’s role and functions in providing national security. It
examines how its operations contribute to safeguarding national interests and
addressing internal and external threats. The discussion draws on constitutional
provisions, legislation, policy frameworks, and practical examples, while also critically
reflecting on challenges facing the SANDF.
2. Analysis of the SANDF’s Mandate and Role
The SANDF’s constitutional mandate is outlined in section 200 of the Constitution,
which stipulates that the defence force must be structured and managed as a
disciplined military institution under civilian control. Its main objects are to defend and
protect South Africa, its people, and its sovereignty. Civilian control of the military is
essential in ensuring that the SANDF functions in a democratic manner, remaining
accountable to Parliament and the Executive (Williams, 2017).
The Defence Act 42 of 2002 provides further detail on the SANDF’s functions,
including participation in operations to maintain essential services, protect life and
property, support the South African Police Service (SAPS), and provide humanitarian
assistance. Similarly, the Defence Review (2015) highlights the SANDF’s expanded
