The Ideal Situation:
Inclusive education should ensure that all learners, regardless of ability or background,
can access quality education in a supportive environment. Teachers should be able to
adapt teaching strategies to suit each learner’s needs and promote participation and
success for everyone.
The Reality:
In many South African public primary schools, classrooms often accommodate 40–60
learners, exceeding recommended limits. Teachers are overwhelmed, under-resourced,
and unable to meet the varied needs of all learners, especially those requiring additional
