Free and Open-Source Software (FOSS) refers to software developed with openly
available source code, allowing users to freely access, modify, distribute, and improve
the software. In the context of library and information science—especially in developing
regions—FOSS presents a powerful tool for reducing the digital divide and enhancing
information access. The following are some of the ways FOSS contributes to this goal:
1. Cost Reduction and Broader Access
One of the most significant advantages of FOSS is that it eliminates expensive licensing
fees typically associated with proprietary software. Libraries operating on tight budgets,
especially in under-resourced areas, can implement open-source alternatives such as
Koha, an Integrated Library System (ILS), to manage cataloguing, lending, and
acquisitions. This removes the financial barrier to automating library services and allows
even rural or small libraries to modernize their operations.
2. Improved Management of Digital Resources
FOSS platforms also enable effective storage and dissemination of digital content like e-
books, academic journals, and theses. For example, software like DSpace helps
libraries and academic institutions establish digital repositories to preserve and provide
access to locally generated research output. This expands the reach of scholarly
