on a limited set of participants. Traditionally, the tripartite model—comprising
employers, employees, and the government—formed the core of employment relations.
However, in today’s dynamic socio-economic environment, this model is no longer
sufficient. Modern employment relations require a multipartite approach that
incorporates a broader range of stakeholders, including local communities, customers,
suppliers, and international bodies.

These additional role-players have become increasingly influential, as decisions made
within organisations have ripple effects beyond the workplace. For instance, wage
policies may impact local economies, while labour practices can affect a company’s
reputation among customers. Thus, meaningful employment relations today require
engaging with a variety of internal and external stakeholders to ensure inclusive, fair,
and sustainable outcomes.

1.2 Overview of Role-Players and Stakeholders in Employment Relations

In South Africa, the key participants in employment relations can be grouped into
primary role-players and additional stakeholders:

Primary Role-Players:

 Employer Parties: These include individual employers and employer
organisations such as Business Unity South Africa (BUSA). They represent
business interests in collective bargaining, policy advocacy, and dispute
resolution processes.
