Disability and Access to Education in South Africa: A Critical Review
2.1 Critically review South Africa’s Inclusive Education Policy as outlined in the
White Paper 6 (2001) and its impact on special needs education. (25)
White Paper 6, introduced in 2001, was South Africa’s way of saying that all children —
no matter their ability — have the right to learn in a supportive environment. It promotes
“inclusive education,” which means learners with disabilities should not be separated or
hidden away in special schools unless absolutely necessary. Instead, they should be
included in mainstream schools, where they can learn alongside other children and be
part of the broader school community.
This was a big step forward because, before 1994, learners with disabilities were often
left out of the school system completely. Many were sent to special schools far from
home, while others stayed at home due to lack of support or access.
The White Paper 6 made some key promises:
To adapt regular schools to support learners with special needs.
To provide training to teachers to help them teach learners with disabilities.
To create district support teams that assist schools.
To ensure that the learning environment is welcoming and flexible for all learners.
However, more than 20 years later, the impact of this policy has been a mix of progress
and disappointment. While there have been improvements — such as more awareness,
better support materials, and the establishment of some inclusive schools — many
promises remain unfulfilled. There is still a major shortage of trained teachers, proper
assistive devices, and funding. Many schools, especially in rural areas, are not
equipped to accommodate learners with disabilities.
