Section A: Role of social media in achieving the Sustainable Development
Goals. (35 Marks) Background The 2030 Agenda was adopted unanimously
by United Nations in 2015, as “a shared blueprint for peace and prosperity
for people and the planet” (United Nations, 2021). The agenda has three
intertwined dimensions – economic prosperity, social justice, and
environmental protection (UN ESCAP, 2017). It is composed of 17 sustainable
development goals (SDGs) that collectively “are a universal call to action to
end poverty, protect the planet and ensure that all people enjoy peace and
prosperity” (UNDP, 2019). Each of the 17 sustainable development goals has
targets (for a total of 169 targets), each of which is measured by indicators.
Tasks: DISCUSS the role of social media in achieving the Sustainable
Development Goals. In your discussion, make sure to include the following
(use appropriate headings): • Choose two SDGs and provide background
information for each. • Motivate why you have chosen these SDGs. • Explain
how social media platforms (e.g., Twitter, Instagram, TikTok, Facebook,
YouTube) contribute towards promoting the chosen SDGs. • Provide
examples of campaigns, influencers, or organizations using social media to
drive change (you may include). • Reflect on how digital activism helps
create awareness and inspire action at local or global levels. Expected

QUESTION 1: Social Justice Coalition and Others v
Minister of Police and Others (CCT 121/21) [2022] ZACC 27
(15 marks)
The case of Social Justice Coalition and Others v Minister of Police and Others (CCT 121/21)
[2022] ZACC 27 is a landmark Constitutional Court decision in South Africa that addressed the
, unequal allocation of police resources in the Western Cape, particularly in historically
disadvantaged communities such as Khayelitsha.
Key Aspects of the Case:
1. Background and Context:
The applicants, including civil society organisations like the Social Justice Coalition
(SJC), challenged the allocation of police resources in the Western Cape. They argued
that the system used for resource allocation resulted in systemic under-resourcing of
police services in poor, predominantly Black areas.
2. Constitutional Rights Violated:
The applicants claimed that the allocation system violated rights guaranteed in the
Constitution, especially:
o Section 9 (Equality clause)
o Section 10 (Right to dignity)
o Section 12 (Freedom and security of the person)
3. Evidence and Findings:
The Court found that wealthier, historically white areas had a disproportionately higher
number of police officers per capita compared to poorer, majority Black areas, despite the
latter having higher crime rates. This unequal distribution of policing resources was
found to be discriminatory and irrational.
4. Judgment by the Constitutional Court:
The Court upheld the decision of the lower courts and found the allocation model
unconstitutional. It ordered the Minister of Police to revise the allocation of human police
resources to comply with the Constitution and to eliminate unfair discrimination.
5. Significance:
This judgment is crucial for addressing structural inequality in South Africa. It reinforces
the role of the courts in ensuring that public resources are distributed fairly and equitably,
especially in ways that promote social justice and human dignity.
