e) Sign Name: Upon request by a police officer, person
operating or in charge of a motor vehicle must sign his name
in the presence of officer for identification purposes only.
Request by officer to sign name can only be made for
identification purposes. Operators who refuse to sign a
citation cannot be arrested or charged with a crime for that
refusal.

vehicle passengers cannot be arrested under 90 §25 and officers are not authorized to
require a passenger provide identification unless the passenger:
