local government, but also households with regards to waste
management in South Africa with specific reference to the
article.
Household waste management in South Africa, especially in
rural and remote towns such as those in the Hantam
Municipality, faces several significant challenges affecting both
local government and households. According to Viljoen et al.
(2021), waste management practices are often hindered by a
complex combination of infrastructural, financial, social, and
behavioral factors.
Challenges faced by local government:
1. Lack of Financial Resources:
Local governments in rural areas often operate with very
limited budgets. This restricts their ability to invest in
proper waste collection services, equipment, staff, and
infrastructure. Viljoen et al. (2021) highlight that municipal
budgets are not sufficient to cover the cost of providing
consistent waste management services across widespread
and sparsely populated areas.
2. Inadequate Infrastructure:
The absence of essential infrastructure such as landfills,
recycling centers, and waste transfer stations makes it
difficult to manage waste efficiently. In many cases,
municipalities have to transport waste over long distances
to legal landfill sites, which increases costs and operational
difficulties (Viljoen et al., 2021).
3. Poor Service Delivery:
Irregular waste collection services are a common problem.
