QUESTION 1 1.1 Explain the two reasons for introducing a community
policing style. (2) 1.2 Name six role players involved in the formulation of
policies. (6) 1.3 What can be done to foster police-community cooperation in
combatting crime? (10) [18] QUESTION 2 The Batho Pele White Paper on
transforming public service delivery was released in 1997 to improve service
delivery. It contains eight principles that the public sector must implement.
Using practical examples, explain how you would implement each Batho Pele
principle in a work environment. [32] TOTAL: [50]

QUESTION 1:

1.1 Why was community policing introduced? (2 Marks)

1. Building Trust Between Police and Community
Community policing was introduced to improve relationships between law enforcement
and the people they serve. By being more present and visible in local areas, police
officers become more familiar and approachable, fostering trust. For instance, when
officers attend community events, residents feel more comfortable engaging with them,
leading to better cooperation.
2. Preventing Crime Together
Another reason for community policing is to prevent crime by involving community
members in safety efforts. Instead of waiting for crimes to occur, police and the public
can work together to solve problems before they escalate. For example, if neighbors
report suspicious activity, police can intervene early and possibly stop crime before it
happens.
