Historically Underutilized Business (HUB) Program
Section of SPD that promotes full and equal business opportunities in an effort to
remedy disparity in state procurement and contracting. State agencies and higher ed
must submit semiannual reports in which they demonstrate a good faith effort to assist
these companies in receiving a portion of the total contract values awarded. HUBs are
listed on the CMBL. Subcontracting is probable at $100k+.
Centralized Master Bidder's List (CMBL)
Section of SPD that is a master database that fosters competition between vendors.
Vendors are not required to be on the this to do business with the State of Texas. When
searching the this, you can filter for HUBs. $5k+ solicit from 3 CMBL vendors, 2 of which
HUBs. $25k+ all CMBL.
Electronic State Business Daily (ESBD)
Application in SPD web portal used for posting notice of opportunities, solicitations, and
contract award notices for commodities and services contracts with values over $25k.
This threshold applies without regard to the source of funds used for the contract.

Texas SmartBuy Online Ordering System
Search statewide term contracts (procured and managed by SPD) for items required.
The majority of purchases from SPD contracts require a PO through this. State
agencies without delegated purchasing authority must purchase from SPD contracts.
Local (non-state) who want to purchase off SPD contracts must purchase membership.
Lists: TXMAS contracts (POs must be issued through this), Products/services from TCI
and TIBH, Statewide term contracts, Managed contracts but purchases cannot be made
through this.
Texas Multiple Award Schedule (TXMAS) Program:
To supplement SPD's statewide term contracts, SPD adapts existing competitively
awarded government contracts to the procurement needs of the state of Texas (except
consulting/architectural/engineering contracts) by overlaying SPD's standard contract
terms over the base contract. Prior to purchasing from these contracts, state agencies
must follow the best value determination and applicable statutes and purchase from
TIBH, TCI, and SPD term contracts first (N/A to local governments/higher ed).

$50k - $1M (IT commodities)
For IT commodities, must obtain price quote from three (3) relevant TXMAS vendors or
DIR's cooperative contracts list.

Vendor Performance Tracking System (VPTS)
Section of SPD that collects reports from state agencies for contracts $25k+. The
program maintains a system for scoring vendors (A, B, C, D, F) and supplies that
information to state agencies to reduce risk in the contract award process.

Office of Vehicle Fleet Management (OVFM)
Section of SPD that assists state agencies and higher ed with the management of their
