To summarize the chapter in my own words, The powers of the world have a responsibility to help those who can’t help themselves, and to protect people from those who would abuse their basic human rights. States and powers should not be immune to, or out of reach of, the just scrutiny and reprisal of the rest of the world, should those entities infringe upon the rights that every human being is entitled to.
