Why do we send people to prison in the 21st century? Prisons are overcrowded and many of

the best policy nowadays. We must not forget either that prisons separate families and harm
family relationships. It would be preferable to develop the options outside of prison and use
more electronic tagging and community work, which remain the choice of the inmates
themselves. The Justice Minister agrees. She said in her speech to parliament last month:
“Our ambitious plans will allow us to reduce the prison population and at the same time
guarantee the safety of the public.”
