Verschillen:
Bij internationaal privaatrecht gaat het om particulieren onderling. Er is hier een horizontale
verhouding. (Wanneer mensen gaan trouwen in een ander land)
Bij internationaal publiekrecht is de verhouding verticaal. Het gaat hier om staten en
particulieren. (Het besluit om de soevereiniteit in een ander land aan te tasten, bijvoorbeeld
het bommen gooien op Syrië)

Hugo de Groot is de grondlegger van het Internationaal Publiek Recht. Hij schetste de
grondbeginselen van het internationaal oorlogsrecht.

Defenitie: Internationaal publiek recht =
(1) Het geheel van internationale rechtsregels
(2) dat de publiekrechtelijke rechtsbetrekkingen regelt
(3) tussen internationale rechtssubjecten.

IPuR wordt ook wel: Internationaal recht, volkenrecht en wereldrecht genoemd.
