Nursing competencies were designed by The National Organization of Nurse Practitioner
Faculties (NONPF) to be a resource for Nurse Practitioner (NP) educational programs, faculty,
and clinical preceptors to promote quality education to NP students (Viens, 2003). Nurses and
Nurse Practitioners have a voice when providing patient care by reviewing healthcare policies
and advocating for better health care access, healthcare cost, and improving quality outcomes.
The Policy Competency demonstrates a construal of the interdependence of policy and practice;
advocates for ethical policies that promote access, equity, quality, and cost; analyzes ethical, licit
and convivial factors influencing policy development; contributes in the development of health
policy; analyzes the implicative insinuations of health policy across discipline; and evaluates the
impact of globalization on health care policy development (The National Organization of Nurse
Practitioner Faculties [NONPF], 2016).
Implementing Policy in a Clinical Setting
NPs are skilled patient advocates in the clinical setting. They must utilize knowledge of
evidence-based practice, and work with employers to develop policies that impact patient care.
Being a health care provides goes beyond assessing, diagnosing, planning, and treating; it also
consists of getting involved as a patient advocate and fighting for what is right for the patient.
There are many ways to do this; help write and implement policies or get involved with your
local and state representatives and encourage them to pass a bill that would improve patient care.
In 2011, Representative Greg Walden of Oregon introduced H.R. 2267 – Home Health
Care Planning Improvement Act of 2011 to the House of Representatives. To this date, Medicare
will authorize NPs to order nursing home care, but will not allow them to order less costly and
less intrusive home care services without a physician signature. This bill would authorize nurse
