Service Plan Brief for Sexual Assault Forensic Exam Reimbursement
Service Idea
The following service plan brief is to establish reimbursement for sexual assault forensic
examinations. The service plan will provide payments for fees acquired during a sexual assault
forensic examination. Expenses covered under the service plan include full a refund of the
practitioner submitting the exam, prophylactic treatment for sexually transmitted infections,
emergency contraceptives, labs, and X-rays performed during the examination. The service plan
idea is to eliminate expenses obtained from a sexual assault examination billed to the victim or
the victim's health insurer. The purpose of this service plan is to minimize or eliminate the costs
sustained by sexual assault victims when they seek medical attention for a sexual assault. By
creating a first line payment for sexual assault examination, a victim will not have to submit the
visit to their insurance. By avoiding submission of a claim to insurance, this decreases the victim
needing to relive the event as they pay their copay for a visit. Also, by eliminating the need to
submit a claim to their insurance, this further protects the victim's privacy as the nature of the
stay will not be shared beyond the sexual assault task force. The purpose of this service plan is
to protect the victim by protecting their privacy, elimination for the victim reliving the assault
later by paying the bills for examination. The service plan also increases the likelihood that a
victim will seek treatment after a sexual assault, as they will not need to be concerned about
paying for the exam.
The service plan will be necessary for sexual assault victims as it will increase the
likelihood that victims will seek medication attention after an assault and will not suffer the
burden of paying for the examination. Sexual assault victims will have a better sense of privacy
as the costs obtained from the sexual assault examination will not be submitted to the victim's

insurance; the sexual assault reimbursement plan will cover expenses sustained by the
examination. Patient privacy will be contained to only the reporting agency if the victim chooses
to make a police report and the sexual assault taskforce repayment plan. By increasing the
likelihood that victims seek an exam post-assault will decrease the incidence of sexually
transmitted disease or unplanned pregnancy as a result of the sexual assault. After a sexual
assault, a victim needs support, and they need proper medical care to ensure their health. This
service plan is vital to sexual assault victims as it will encourage them to seek the medical
attention they need and deserve.
Market Analysis
The targeted population of this service plan is all victims of sexual assault in the state of
Oregon. All victims of sexual assault will be eligible for reimbursement without discrimination
of age, sex, race, income, citizenship status, or ability to pay. Potential barriers to this plan are
victims accessing it. Sexual assault is often unreported as victims are ashamed or afraid.
Realistically the program will not eliminate the victim feeling too scared or embarrassed to seek
medical attention. Although the service plan cannot remove the fear or shame a victim feels
about seeking medical care, it will eliminate the financial costs of the examination. Because of
the nature of this service plan, competitors would be beneficial as more resources would be
available for victims. Such competitors could be state or county assistance for sexual assault
examination reimbursement.
