Federal Healthcare Law Analysis
A1: Federal Healthcare Law
A Federal enacted public healthcare law that impacts patient care and healthcare delivery is
H.R.2483 which is the support for Patients and Communities Reauthorization Act of 2025. The
law addresses substance abuse disorders, overdoses, and mental health. The law is a preventative
law that provides grants to CDC programs to prevent problems such as opioid overdoses raising
awareness on opioids and substances to the public. This law also expands the program to include
treatment and training for overdoses, treatment with drugs or devices that are legally marketed
under the law also expands and provides authority for the department of health and human
services activities that address fetal alcohol disorders to raise awareness and provide
interventions and support for those affected with fetal alcohol syndrome. (congress.gov)
A2. Legislation Functionality
The law gives grants and authority to the CDC and DHHS to educate the public sector on drug
overdoses. It also expands to allow for research to study and prevent prenatal and post natal
substance abuse disorders, treatment and education relating to infections associate with illicit
drug use and overdoses. Enforcement is not required, this law allows for grants to departments to
help study and intervene on patients with substance abuse and damage due to the abuse as well
, as allowing for education to the public to prevent illicit drug use and abuse. The law gives the
CDC and HHS the power to manage the law and use the grants to implement the programs.
A3. Population Impact
1. What populations will benefit?
All populations will benefit from the awareness of drug abuse, overdose, and mental health
awareness. Drug abuse occurs in all classes, genders, races, religions ect.
2. How will they benefit?
Prevention is the first step in treating. Raising awareness to a national epidemic is paramount in
preventing overdoses and drug addiction. The law also has a section that will benefit those who
suffer from fetal alcohol syndrome
3. What populations will be negatively impacted?
I do not see how any population would be negatively impacted by being educated on the effects
of drug use and overdose and addressing mental health. Mental health does not respect class or
race; it affects every person in one way or another. However, there are negative impacts on
taxpayers; this law will be costly to implement. This law will also require the development of
resources and staff to carry out education and awareness to the public. The development of more
staff will require work, time, funds, and many people to oversee, keep records and report on the
progress of the efforts.
4. Does the policy impact health disparities and health equity?
This law aims to increase access to healthcare services and enhance equity by reducing
disparities in lower income and high-drug-use populations. It also aims to help with increasing
awareness and treatment mental health problems and suicide reduction, which will cross all
populations.
A4. Supporting Evidence
Substance use disorders are highly prevalent in the United States and are leading causes of
morbidity and premature death. This costs the United States billions of dollars each year. (Long
et al., 2022) This new law allocates money and resources for education and prevention of
substance abuse, drug realted congenital disorders and mental health concerns. Lower income
and impoverished communities are more likely to suffer with these issues. Those areas already
have minimal resources and education, this law would help to lessen the educational gaps and
render aid to those areas.
According to Long, these issues also “create tremendous personal and social burdens all of
which prompt for concerted policy responses. Improving the use of SU/SUD and prevention
science research in policy responses is one way to help prevent SU/SUDs in populations.”
