ETHICAL ISSUES EXAM 1. Identification of ethical issues Ethical issues related to drones are based upon the idea that what a drone does is an action, but this action is an extension of what a person does. In other words, the actions of drones are only capable of being evaluated based upon the actions of the person controlling them. In this case study, Anwar al-Awlaki was not a subject to any criminal proceeding and this makes his death unethical. The president of the United States did not have any justification to conclude that Anwar al-Awlaki was an enemy of the state. His death was also against the executive order that bans any type of assassination and therefore, the protection of bill or rights was breached. The killing of his son as a collateral damage is not ethical because Anwar al-Awlaki, was not a terrorist in America and the killing is not justified, and also there was forceable harm from him in the future. Other innocent citizens have also been killed due to the drone hunt making them collateral damage in terrorism activity that they have no involvement in. 2. Consideration of stake holders The stakeholders should create a fast response by identifying the problem and impacting detailed empathy on the concerned parties. They can create new enforcement that set detailed regulations on the use of drones. They should outline the advantages of the technology and acknowledge the challenges that are experienced in determining in how the process of assassinations are done and how they could work to make the necessary rectifications. Through their explanations, they should come up with concepts or generalizable properties or characteristics associated with drones. The public would be able to understand the prompt of their actions. 3. Discussions of the options to solve the problem. To solve the problem, they should introduce a legal authority that determines when drone should be allowed to strike. They should also state the nature of the targets that should be hit as this will prevent innocent people from getting hit like Anwar al-Awlaki. They should also come up with the institutional framework governing drone strikes, which can give rise to transparency and accountability problems. They should also implement a precedent set by lowering the bar against assassinations and by allowing a state a presumptive right to violate the sovereignty of another state on the basis of a generally articulated threat so that such action can be taken. They should also allow any person posing as a threat to the state to investigated and if found with any criminal act to be taken to court to face a court ruling. 4. Proposal of decision for resolution or propose decision for the solution. To make the use of drones effective in preventing any terrorism activity in the country, it should be ensured that the accused people is handled in a different manner if it is possible. For example, it would be better to make an arrest than to immediately kill someone, only to find out that they were not guilty of the crime. Before assassination it should be established that an assessment has been done and there is no other reasonable alternatives exist to effectively address the threat to U.S. persons. A person that is considered a collateral should be well investigated to determine that they are actually a threat to the state.
