EXAM ANSWERS

QUESTION 1: South African Transport and Globalization (25 marks)

(a) What impact can the various modes of transport have on South Africa in the
context of globalisation?

Globalisation refers to the increasing integration of countries through international trade,
investment, technology and the movement of people and goods. Transport is central to
this process because it connects South African producers and consumers to regional
and international markets. South Africa's historical transport system developed largely
around mining, agriculture, industrialisation and the movement of commodities to ports.
Today, road, rail, maritime, air and pipeline transport all contribute to the country's
participation in the global economy.

1. Road transport

Road transport is essential for distributing goods between factories, farms, warehouses,
shops and ports. Trucks provide flexible door-to-door services and are particularly
important for transporting manufactured goods, agricultural produce and consumer
products. They also support cross-border trade with neighbouring countries through
regional corridors.

Globalisation increases the movement of goods across South Africa's borders, creating
opportunities for road freight companies, logistics businesses and entrepreneurs.
However, road congestion, accidents, high fuel prices, deteriorating roads and vehicle
emissions increase operating costs and reduce competitiveness.

2. Rail transport

,Rail transport is particularly suitable for transporting large volumes of heavy goods over
long distances. Historically, South African railways developed to support the mining
industry and connect mineral-producing regions with industrial centres and ports.

In the globalised economy, efficient rail services can reduce freight costs, improve the
movement of coal, iron ore and other commodities, and reduce pressure on highways.
However, infrastructure deterioration, operational inefficiencies, theft and inadequate
capacity can restrict rail's contribution to international trade. Reliable rail transport would
improve South Africa's export competitiveness and support more sustainable logistics.

3. Maritime transport

Maritime transport is fundamental to South Africa's international trade because most
international cargo by volume is transported by sea. Ports such as Durban, Cape Town,
Gqeberha and Richards Bay connect the country to global shipping networks.

Efficient ports allow exporters to reach international markets and enable importers to
receive machinery, fuel, vehicles and consumer goods. Maritime transport also supports
port employment, shipping services and related industries. However, port congestion,
delays, equipment shortages and inefficient cargo handling can increase costs and
make South African exports less competitive.

4. Air transport

Air transport supports the rapid movement of passengers, high-value goods, urgent
consignments, pharmaceuticals and perishable products. It connects South African
businesses with international investors, tourists and trading partners.

Globalisation increases demand for air cargo and international passenger services.
Airports also create employment and stimulate tourism, hospitality and business
investment. Nevertheless, air transport is relatively expensive, energy-intensive and
vulnerable to fluctuations in fuel prices and international demand. It is therefore more
appropriate for time-sensitive or high-value goods than for bulk commodities.

, 5. Pipeline transport

Pipelines transport liquids and gases, including petroleum products and natural gas,
where suitable infrastructure exists. They can provide continuous, relatively cost-
effective movement of large volumes of products between terminals, refineries and
distribution points.

Pipelines support industrial production, energy security and the distribution of essential
commodities. They can reduce road congestion and the need for tanker transport.
However, they require substantial initial investment and are vulnerable to leaks,
sabotage, infrastructure failures and environmental damage.

Critical evaluation

The different transport modes complement one another. For example, minerals may
travel by rail to a port before being shipped overseas, while imported goods may arrive
by sea and then be distributed by road or rail. This integration reduces logistical barriers
and enables South Africa to participate more effectively in global supply chains.
However, infrastructure weaknesses, high logistics costs and poor coordination
between transport modes can undermine these benefits.

(b) How have these impacts influenced demand in each of the country's transport
subsectors?

Globalisation has increased the need for efficient transport services by expanding
international trade, tourism, investment and the movement of people. The effect on
demand differs across transport subsectors.

1. Road transport subsector

Demand for road freight has increased because businesses require flexible delivery
services to transport imports, exports and goods between production centres and
markets. Growth in retail, e-commerce, agriculture and manufacturing also creates
demand for last-mile delivery.
