Module 2
Governance and Regulation of Soccer

Module Summary

Definition of Sport Governance
Sport governance is defined as the exercise of power and authority within sport
organizations.
This includes creating policies to determine the organization’s mission, who can be a
member, who is eligible to participate, and the regulatory rules used within local,
national, or international levels.
This use of power can significantly affect players, organizations, and other
stakeholders.
By studying governance, individuals can better understand their own role within a sport
organization and how that organization fits into the wider sports industry.

International Sport Federations and the Role of FIFA
International Sport Federations are independent, non-governmental organizations that
govern specific sports globally and must ensure their rules align with the Olympic
Charter through cooperation with the International Olympic Committee (IOC).
A primary example is FIFA (Fédération Internationale de Football Association).
To be part of FIFA, National Federations must meet specific eligibility requirements, pay
membership dues, and follow FIFA's rules while managing the sport in their own
countries.
Governance is supported by continental bodies known as Confederations, including the
AFC, CAF, CONCACAF, CONMEBOL, UEFA, and OFC.
The FIFA Congress serves as the main legislative body to develop rules. Governance is
also managed through various Standing Committees, such as the Committee for Fair

, Play & Social Responsibility, the Finance Committee, and the Referee's Committee,
among others.

The Pyramidal Structure of European Football

Governance of European Football
The governance of soccer in Europe has evolved from a simple self-governance
system—where players, clubs, and leagues were at the bottom, UEFA in the middle, and
FIFA at the top—into a complex network.
Because soccer exists within a specific geographic area, it must follow European Union
laws, such as antitrust regulations.
Today, the system includes powerful new actors that represent different stakeholders.
These include the European Clubs Association (ECA) representing employers, the
International Federation of Professional Footballers Association (FIFPro) representing
players, and the European Professional Football Leagues Association (EPFL). These
organizations are officially recognized by UEFA and have a voice in the decision-making
process for European soccer.
