Initiating Process
A. Describe the initiating process for the data migration project, which uses a traditional
methodology, by doing the following:
1. Discuss the purpose of a project charter.
It’s mostly an internal communication tool that provides high level information
about a project, usually administered once the project has been greenlighted (Siles
2022). A Project Charter is a formal document that authorizes a project, outlines
objectives, aligns stakeholders, and is primarily the foundational guide for the
Project Lifecycle (Good, 2025).
It allows for a clear understanding of the project’s goals, scope, and objectives
(Good, 2005). It minimizes misunderstandings and expectations earlier on in the
project, which is a good thing. It serves as a reference point, The project’s scope is
defined and includes essential project information (Good, 2025). The Project
Charter is crucial for tracking progress and making informed decisions (Good,
2025).
2. Develop a project charter for the cloud data migration project in the scenario.

Methology:
A.
1. THE PURPOSE of this Project Charter document is to complete the transfer of the
data Infrastructure to cloud computing because:
• The current infrastructure, which is needed to sustain the organization’s intended
growth, cannot be increased.
• More Government regulations regarding data security must be to the standards
required and are not in their current capacity.
• The current I.T. department lacks expertise, resources, or capacity to address the
new mandates and respond to cybersecurity threats or auditing requirements.
• Purposely outsourcing a Domestic, rather than overseas, mitigates risk associated
with service disruptions, regulatory fines and malicious cybersecurity threats.
2. PROJECT CHARTER (SEE BELOW)
MEASURE OF SUCCESS:
• Budget: Can’t exceed the total project limit of $2,000,000.
• Timeline: The system must be “in place/implemented within a strict six-month
period.
• Operational Integrity: Migration to the cloud must be moved without service
disruptions and zero data loss, a successful completion of System Integration
Testing (SIT), regression, performance and user acceptance testing (UAT).
• Compliance: Data must reside domestically, plus, meet all industry and
government security standards.
HIGH LEVEL SCOPE
IN - SCOPE
• The IT infrastructure and data center currently housed in Houston, Texas will be
domestically migrated to cloud computing.
