This guide is organized around the core knowledge domains covered by Washington's Laws and Safety
pesticide licensing exam (WSDA publication EM012), spanning federal and state legal framework,
licensing, labels, worker protection, applicator/environmental safety, and enforcement. Each domain
includes:

● A set of original practice questions written to mirror the style and difficulty of the real exam
(recall, application, and scenario/analysis question types)
● Full answer explanations in the Answer Key at the end of the guide, so you can study actively —
attempt the questions first, then read the rationale
Recommended approach: work through one domain at a time. Read the review, then answer that
domain's questions closed-book. Check your answers against the Answer Key, and re-read the rationale
for anything you missed — the 'why' matters more than the answer itself, since the real exam tests
application of concepts to new scenarios, not memorization.
Part 1: Domain Reviews
Domain 1: Federal & State Legal Framework
● FIFRA (the Federal Insecticide, Fungicide, and Rodenticide Act) is the federal law requiring EPA
registration of pesticides and establishing the general/restricted-use classification system.
● In Washington, two state statutes govern pesticides: the Washington Pesticide Control Act (RCW
15.58), which regulates registration, sale, and labeling of pesticide products, and the
Washington Pesticide Application Act (RCW 17.21), which governs licensing and use by
applicators.
● WAC 16-228 (General Pesticide Rules) and WAC 16-233 (Worker Protection Standard) are the
administrative rules that implement these statutes in detail.
● The Washington State Department of Agriculture (WSDA) Pesticide Management Division is the
primary state agency responsible for registering products, licensing
applicators/dealers/consultants, investigating misuse complaints, and enforcing pesticide law.
● States may regulate pesticide use more strictly than federal law but cannot permit a use FIFRA
prohibits — federal law sets the floor, not the ceiling.
Domain 2: Licensing, Certification & Categories
● Washington distinguishes between private applicators (using restricted-use pesticides on their
own or their employer's agricultural land) and commercial applicators (applying pesticides for
hire or outside private agricultural use).
● Commercial licenses are issued by specific category (e.g., structural pest control, ornamental
and turf, aquatic, right-of-way) — a license only authorizes use within its licensed category.
