Administration, Records, and Case Management. Approximately 70% of items are scenario-based and 30% are direct
recall or statutory identification items. Cognitive distribution is approximately 35% recall, 45% application, and 20%
analysis.

Florida Statutory Framework. Items are anchored primarily in Chapter 162, Florida Statutes (the Local Government
Code Enforcement Boards Act), together with Chapter 553 (Florida Building Codes), Chapter 125 and 166 (county and
municipal governments), Chapter 119 (Public Records), and Chapter 286 (Government in the Sunshine Law). Recent
2024-2027 legislative amendments affecting daily fine amounts, special magistrate authority, and disaster-response
enforcement have been incorporated.

How to Use This Guide. Each question presents a stem followed by four answer choices (A-D). The correct answer is
identified immediately below the choices, followed by a FACE-specific rationale explaining both why the correct
option is right and why the distractors reflect common examination pitfalls. Distractors are intentionally constructed
around recurring FACE Level 1 candidate errors: confusing Notice of Violation procedures with citations, misapplying
due process notice windows, miscalculating lien accrual periods, conflating quasi-judicial and administrative
proceedings, and misreading public-records exemptions. Candidates should attempt each question before reading the
rationale and should track missed items by domain for targeted review.
