QUESTION 1

1.1 Explain why some industries make greater use of pay-for-performance plans
(incentives) than others. Use concepts from remuneration management covered
in the module to explain when incentives are likely to be effective and when they
may be less effective.

[5 marks]

Pay-for-performance (PFP) refers to a remuneration approach in which some part of
an employee's pay varies according to individual, team or organisational performance,
usually against pre-established objectives. Coetzee, Bezuidenhout and Furtak (2026)
position performance-related rewards within the broader remuneration framework,
where employee contributions constitute one of the building blocks through which
organisations seek to motivate employees and improve organisational effectiveness.
The HRM2603 study material similarly explains that PFP links remuneration to the
achievement of agreed objectives and can reward productivity, profitability, teamwork,
safety and quality. Therefore, industries do not use incentives to the same extent
because the suitability of an incentive scheme depends largely on the nature of the
work, the ability to measure performance and the extent to which employees can
influence the outcomes being rewarded.

Industries such as sales and manufacturing are more likely to use individual PFP
because employee outputs can often be measured relatively clearly. For example,
sales employees can receive commission based on sales generated, while
manufacturing employees may receive piece-rate pay based on the quantity produced.
The module specifically identifies piece-rate plans as particularly suitable where
employee production can be measured quantitatively and commission schemes as
appropriate for motivating sales personnel. In these circumstances, the employee can
more readily see how additional effort affects performance and subsequently affects
remuneration. By contrast, occupations involving substantial teamwork, professional
judgement or outcomes that are difficult to attribute to one individual may require group
or organisation-wide incentives rather than purely individual incentives. The module
recognises individual, group and organisation-wide PFP as different approaches that
should be matched to the level at which contribution occurs.
