FACILITATOR GUIDE

Policy Monitoring and Evaluation
Building an M&E Framework for Gauteng EMS Policy

Session 3 of the EMS Public Policy Training Series
Recommended duration: ~115 minutes | Format: In-service / small-group training

Prepared for internal agency training use.

, Session Overview
This is the third and final session in the series. Sessions 1 and 2 covered how policy is made and how it's

with that evidence. Participants leave with a working indicator framework and a reporting plan they can apply
directly.

• Explain why monitoring and evaluation are essential throughout the public-policy process.
• Identify inputs, activities, outputs, outcomes, and impact in an EMS policy intervention.
• Build a basic M&E indicator framework and data-collection plan for a Gauteng EMS policy.
