Question 1: The Security Setup at ISAGO Tobacco Company

Industrial security relies on the combined operation of physical, electronic and procedural
controls, and the mere installation of equipment such as cameras, alarms and turnstiles
does not by itself make an organisation secure (Sennewald and Baillie, 2016:112). A control
only reduces risk when it performs its intended function reliably and is backed by trained
personnel, maintenance and clear response procedures. The ISAGO case demonstrates this
principle directly, since each of the four measures under review, closed-circuit television, the
alarm system, turnstiles and access control, can only be judged effective once its integration
with the wider security system and with human response is examined.


1.1 Closed-Circuit Television (CCTV)


CCTV serves four core functions in an industrial setting: deterrence, detection, monitoring
and the production of evidence after an incident (Sennewald and Baillie, 2016:118). Cameras
positioned at entrances, exits, production areas and storage facilities extend the visual reach
of a security department that cannot physically observe every location at once, and recorded
footage assists investigators in reconstructing the sequence of events once an incident has
occurred.

CCTV at ISAGO becomes ineffective wherever cameras leave vulnerable areas uncovered,
wherever equipment is outdated or poorly maintained, and wherever recorded footage is
not actively monitored in real time. A camera aimed incorrectly, or one whose feed nobody
watches, adds little preventive value even though it is technically operational. Recent industry
analysis confirms that a single-pane-of-glass approach, in which video, access control and
alarm data are viewed together, reduces blind spots and improves response times far more
than any camera considered on its own (Security Industry Association, 2025).

ISAGO’s CCTV system should be improved by:

1. conducting a coverage assessment to eliminate blind spots at entrances, storage and
production areas;
2. installing high-resolution cameras at the points identified as vulnerable;
3. maintaining and testing all cameras on a scheduled basis;
4. ensuring continuous or risk-based monitoring from a staffed control room;
5. retaining recordings for a period sufficient to support later investigation; and
