Case Study


A commercial farmer in the Free State reports that 25 Merino sheep valued at R75 000
have been stolen from his farm. The sheep were last counted on 10 March and were
found missing on 15 March. The farmer indicates that the sheep were kept in a securely
fenced camp and were branded and ear-tagged. Upon visiting the scene, the investiga-
tor finds evidence that a fence was cut and repaired, as well as footprints, tyre marks
and blood stains. Neighbours report seeing suspicious vehicle activity during the night.
Information later emerges that similar sheep were offered for sale at a nearby auction.



Question 1: The Investigation of Stock Theft in South Africa


Analyse the challenges associated with the investigation of stock theft and critically
evaluate the methods that investigators can use to overcome these challenges.



1.1 Introduction


Stock theft remains one of the most persistent and economically damaging crimes affecting
rural South Africa, with the Free State case above illustrating how a single incident can com-
bine straightforward livestock identification with a genuinely complex crime scene. Between
October and December 2021 alone, SAPS recorded the theft of over 26 000 sheep nationally,
and Statistics South Africa estimates that more than 70% of stock theft incidents are never
reported to police at all (SAPS, 2022). The case demonstrates the layered nature of the crime:
a securely fenced and branded flock was nonetheless removed through a deliberately con-
cealed fence breach, leaving physical evidence such as footprints, tyre marks and blood at
the scene, while the animals subsequently reappeared in the legitimate commercial chan-
nel of a livestock auction. This trajectory, from theft to resale, is characteristic of organised
rather than opportunistic offending, and it is this organised dimension that most complicates
investigation and recovery. The discussion below defines the relevant concepts, then works
through the unique nature of stock theft, the factors that make it difficult to investigate, the
challenges of identifying and tracing stolen livestock, crime scene difficulties, the contribu-
tion of forensic evidence, the role of specialised units, and practical recommendations for
strengthening the investigative response, applying each theme back to the Free State sce-
