Introduction

Information is one of the most important resources available to the police in preventing,
combating and investigating crime. Effective policing depends on the ability of police
officials to obtain relevant, accurate and reliable information, evaluate it and use it
appropriately to guide investigations and operational decisions. Police information may
originate from victims, witnesses, suspects, informants, police records, crime scenes,
electronic systems, community members and other government institutions. The
collection of information must, however, take place within the legal framework governing
policing in South Africa. Police officials cannot collect or use information without regard
to constitutional rights, statutory requirements and the rules governing police powers.
The South African Police Service (SAPS) is constitutionally responsible for preventing,
combating and investigating crime, maintaining public order, protecting people and
property, and upholding and enforcing the law.

Collecting information from various sources

The collection of information refers to the systematic process through which police
officials obtain facts, observations, statements, records and other material that may
assist in understanding a crime, identifying suspects, locating witnesses, establishing
motives and ultimately presenting a case for prosecution. Information collection is
therefore an essential part of both crime prevention and criminal investigation. The
information collected must be relevant to the matter being investigated and should be
assessed before it is relied upon.
