Regulations Contain the substance of program statements regulating inmate and public conduct
which are published in the federal register. Bureau regulations are found in Title 28,
of the US code of federal regulations.

Operations Memoranda Operations Memoranda are issued by the authority of an Assistant Director of one
of the Central Office Divisions linked to specific Program Statements. Operations
Memoranda are used to issue operational procedures without changing or revising
complete Program statements. They often are used to disseminate temporary
instructions on the implementation of a portion of a Program Statement . They have
limited time frames , generally with a duration of no longer than one year from the
effective date .
