a. Define the National Estate. (2 marks)


The National Estate consists of all heritage resources in South Africa that are regarded

as having historical, cultural, archaeological, architectural, scientific, social, spiritual,

linguistic, technological or environmental value. Section 3 of the National Heritage

Resources Act 25 of 1999 (NHRA) recognises these resources as part of the country's

shared heritage that should be conserved for the benefit of present and future

generations (Republic of South Africa, 1999).


b. Explain its importance. (3 marks)


The National Estate plays an essential role in preserving South Africa's rich and diverse

heritage. It protects valuable cultural and historical resources from destruction while

strengthening national identity and promoting social cohesion. Furthermore, the

conservation of the National Estate supports education, tourism, research and

sustainable development by ensuring that significant heritage resources remain

available for future generations (Republic of South Africa, 1999; UNISA, 2026).

Using NHRA Section 3(3), identify and explain three criteria used to determine the
heritage significance of a site.
