would constitute kidnapping and not
abuse or neglect. The therapist should maintain
confidentiality and encourage
client to contact law enforcement.

elder can't adequately provide for his or her own
needs due to physical or mental
limitations or substance abuse

report) Treatment that harms or
endangers the emotional well-being of a
dependent adult or an elder.
