Individuals are required to have health insurance or purchase it if they did
not have access through Medicare/Medicaid or their employer
(Supreme Court later ruled government could not mandate people buy
insurance, but the government could tax people for not doing so. Trump
reduced this tax to zero, essentially ending any requirement of mandate
for individuals to have insurance)

Employers with 50 or more employees must provide coverage or pay a
penalty.
o Rule changes to private insurance (see page 147 for details on each of these)
Preexisting conditions- cant deny coverage due to preexisting conditions

Challenges with exchanges (know what these mean)
Adverse selection- negative from the insurance perspective. Healthy
people dont want to pay, sick people should and do pay for insurance.
Free riders- someone who is healthy but ends up needing medical care
(needs insurance) but they wont buy insurance until its an emergency and they
need it, once they recover they end up cancelling the insurance
o Expand Medicaid in all 50 states (Supreme Court later rules Federal government could
not mandate expansion by the states, but states could expand voluntarily)
