and solutions to provide optimal and seamless patient care. One major

component to a healthcare organization’s success or failure, is the quality of its

electronic health record (EHR) system. EHR systems are used to store, interpret,

and provide comprehensible record of patient medical history, therefore acquiring

a robust EHR system is a core focus in healthcare (McBride, 2022). However,

highquality EHR systems are costly and create big dents in hospital budgets.

Current laws lack cost regulations for approved EHR systems, which hinders

healthcare organizations even further by an absence of legislative support to

manage and regulate these costs. As a result, healthcare systems are obligated to

balance these fiscal offsets by passing down this burden to the patient often

reflected as price increments across medical services. The solution is clear –

regulatory laws that control EHR system cost, while not affecting its delivery of

quality.

In the last decade, the Health Information Technology Act (HITECH) of 2009

has been a major driver of EHR adoption and implementation in the United States

(Redhead, 2009). Although incentives are a part of the act (provided to hospitals

and physicians who adopt EHR implementation), the integration of these systems
