For more than a decade, the South Africa local government landscape was
characterized by a single dominant party system. This, however, changed
after the 2016 local government elections that produced 27 hung councils
that arose from various political parties’ inability to attain 50% of the
municipal council seats. Consequently, resulting in the formation of coalition
and or minority governments in the City of Johannesburg, Ekurhuleni, Nelson
Mandela Bay, and the City of Tshwane. This created interesting governance
challenges as the country’s Constitution vests legislative and executive
authority in the municipal council which serves as the highest decision-
making body at this sphere of government. The introduction of coalition
governments necessitated the establishment of coalition partners to ensure
that the responsibilities of council are carried out. Coalition in the South
African contexts have proven to be unstable as they are often terminated
before the end of the council term. This in turn compromises the
municipalities’ ability to deliver services to local communities. 1. Explaining
the notion (idea) of coalition governments. 2. Explain how a coalition
government works. 3. Explain the strengths and weaknesses of coalition
governments. 4. Select ANY 1 of the following metropolitan municipalities:
the City of Johannesburg, the City of Tshwane, Ekurhuleni, and Nelson
Mandela Bay; and explain the strengths and weaknesses experienced by its’
coalition government. 5. Provide guidelines on how coalition governance
could be improved in this metro.


1. The Notion of Coalition Governments
A coalition government refers to a system in which two or more political parties come
together to form a government, usually because no single party has obtained an outright
majority (50% + 1) in an election.

In the South African local government context, coalition governments became prominent after
the 2016 local government elections, where no single party achieved a majority in several
metropolitan municipalities. As a result, parties had to cooperate to govern.
