Where an incident causes serious injury or death, an inspector may conduct an
investigation in terms of section 31 of the Occupational Health and Safety Act. The
inspector must collect all relevant information about what happened, including
statements from injured employees and witnesses, photographs, documents and
any other evidence that may help to explain the incident (OHS2601 Study guide,
2015:34–35). The investigation should also identify possible breaches of the Act or
its regulations and consider whether proper safety measures were in place before
the incident occurred.

(a)
I would advise South Africa to use expansionary fiscal policy because the question
assumes fixed exchange rates and free or perfectly mobile capital flows. Under
perfect capital mobility, the domestic interest rate cannot remain above or below the
world interest rate because even a small interest rate difference would cause very
large capital movements. The Mundell–Fleming model therefore shows that
monetary policy becomes ineffective under fixed exchange rates, while fiscal policy
becomes effective in changing national income (ECS3703 Study guide , 2016:56).
Expansionary fiscal policy can take the form of higher government expenditure,
lower taxes, or a combination of both. These measures increase aggregate demand
and shift the IS curve to the right, allowing national income to rise towards the full-
employment level (Salvatore, 2013:581–582). With perfect capital mobility and fixed
exchange rates, the required fiscal policy can achieve both internal and external
balance, while monetary policy cannot operate independently (Salvatore, 2013:604–
605).
(b)
The process can be explained by using the IS–LM–BP model. Under free
movement of capital, the BP curve is horizontal at the world interest rate, shown as

rate cannot move permanently away from the international interest rate (ECS3703
