South Africa, media policy is particularly significant because it influences freedom of

South Africa underwent substantial media reforms aimed at transforming a previously
state-controlled and exclusionary media system into one that reflects democratic values,
inclusivity, and plurality. Understanding the nature of media and communications policy
requires an examination of its structure as a purposeful combination of aims, means,
and timeframes, as well as the distinction between policy and politics, and the role of
various stakeholders in shaping policy outcomes.
Media Policy as a Combination of Aims, Means, and Timeframe
Media and communications policy can be understood as a deliberate and structured
process that integrates specific goals (aims), the instruments or tools used to achieve
those goals (means), and a defined period within which these goals are pursued
(timeframe). This framework ensures that policy is not random or reactive, but rather
strategic and goal-oriented.
The aims of media policy often include promoting media diversity, ensuring equitable
access to information, safeguarding freedom of expression, and supporting democratic
participation. In the South African context, post-apartheid media policy aimed to redress
historical inequalities by promoting access for previously marginalised communities and
encouraging the development of community media (Berger, 2001).
