Comprehensively structured PSC3702 Assignment 1 (ANSWERS) Semester 2 2026 - DISTINCTION GUARANTEED. Prepared to a distinction standard with detailed and well-developed responses.. Two neighbouring states are engaged in a conflict. They reached a mutually-hurting stalemate and a deep sense of distrust of each other. They know it is the ripe time to start with a dialogue but they did not want to meet face-to-face and therefore required some confidence-building processes. Influential persons on both sides planned an academic conference in a neutral state that will be attended by academics from both states. The organisers required of these academics to meet each other and start with an informal dialogue. That materialised and they did come to a common understanding that the military fighting should be stopped for at least 30 days, which will give their state officials an early chance to talk with each other. The deadlock was not yet resolved and therefore on their return home, the academics convinced their political leaders to start with preliminary talks and to accept a group of mediators who will assist them with it. The two groups of leaders refused to meet face-to-face but remained in their capital cities. The American Secretary of State visited the region and went to both capital cities. He met with the mediators in both cities and assisted them in creating a communication mechanism between the parties in the two cities. Based on the information in this case study description, you have to address the following two points: Point 1 Identify the specific type(s) of confidence-building used by the conference organisers to unlock the stalemate. Some of the possible mechanisms are amnesty, release of political prisoners, Track II-V, power-sharing, ceasefire, etc. Discuss how it was used by referring specifically to this case description. What is the purpose or function of confidence-building in conflict resolution? Point 2 Which type of deadlock-breaking mechanism was used in this case? Some of the possible options generally used in deadlock-breaking are either power mediation, Track I-V mediation, shuttle mediation, proximity mediation, conventional mediation, arbitration or alternative channels. Based on the case description, explain how it was used. Explain also why the other types of deadlock-breaking mechanisms were not used.

Negotiating Self-Determination Conflicts: Phases, Agenda Setting and Approaches to
Mediation

Introduction

Conflict is a normal part of relations between groups and states, especially where identity,
power and control over land are involved. In this case, a state in south east Asia is facing
resistance from a territory that claims independence. The situation has developed into a long
struggle with ongoing violence. The involvement of the United Nations has helped to bring
both sides to the negotiation table. This essay discusses the type of conflict, the current
phase of negotiation, the type of agenda agreed upon, and how the disagreement about the
negotiation approach can be managed.

Negotiating Self-Determination Conflicts: Phases, Agenda Setting and
Approaches to Mediation

Introduction

Conflict is a normal part of relations between groups and states, especially where
identity, power and control over land are involved. In this case, a state in south east
Asia is facing resistance from a territory that claims independence. The situation has
developed into a long struggle with ongoing violence. The involvement of the United
Nations has helped to bring both sides to the negotiation table. This essay discusses
the type of conflict, the current phase of negotiation, the type of agenda agreed
upon, and how the disagreement about the negotiation approach can be managed.

Form or Manifestation of the Conflict

The conflict described in the case study can be understood as an intractable
conflict with elements of an armed conflict over self determination. It is not a
simple disagreement. It involves deep issues such as identity, sovereignty and
political control.

The fact that there has been a low intensity war for many years shows that the
conflict is ongoing and deeply rooted. The liberation movement believes that it has
the right to govern itself, while the state refuses to accept this claim. This makes the
conflict both political and territorial in nature.

It also reflects characteristics of an internal conflict, because the struggle is
happening within the borders of one state. At the same time, it has an international
dimension because the United Nations is involved. The long duration and repeated
violence suggest that the conflict has become difficult to resolve and has created
mistrust between the parties.

This kind of conflict often requires careful negotiation because both sides may feel
strongly about their positions and may fear losing power or identity.
