, QUESTION 1

South Africa is globally recognised for its linguistic diversity. The Constitution of the
Republic of South Africa recognises twelve official languages, reflecting the country’s
cultural richness and historical complexity. Multilingualism is not simply a symbolic
gesture; it has practical, social, political and economic implications. While having
more than one official language offers many benefits, it also presents important
challenges.

One of the main benefits of having more than one official language is the promotion
of equality and social inclusion. Under apartheid, languages such as isiZulu,
isiXhosa and Sesotho were marginalised, while English and Afrikaans were
dominant. Recognising multiple official languages affirms the dignity and identity of
previously oppressed communities (Heugh, 2015). Language recognition
strengthens democratic participation because citizens can access government
services, legal processes and public information in a language they understand. This
aligns with constitutional values of human dignity, equality and freedom (Constitution
of the Republic of South Africa, 1996).

A second benefit is improved educational outcomes. Research shows that learners
perform better academically when they receive instruction in their home language,
especially in the early grades (UNESCO, 2016). Mother-tongue education enhances
cognitive development, comprehension and critical thinking. In a multilingual country
like South Africa, supporting multiple official languages in schools can reduce
dropout rates and improve literacy levels. Cummins (2000) argues that strong first-
language development provides a foundation for learning additional languages.
Therefore, multilingual policies can support both identity formation and academic
success.

Economic and global advantages also arise from multilingualism. In a globalised
world, being able to communicate in more than one language increases
employability and cross-border trade opportunities. South Africa engages with
African, European and Asian markets, where linguistic competence facilitates
negotiation and collaboration. Multilingual employees can serve diverse clients more
