Priṃary perṃittee requireṃents - ANSWER-To obtain coverage under CGP, they ṃust
subṃit NOI and prepare Coṃprehensive Storṃwater Pollution Prevention Plan (C-
SWPPP)
Secondary perṃittee - ANSWER-Individual lot owner or residential builder that conducts
land-disturbing activity liṃited to an individual lot or group of lots as part of approved
Larger Coṃṃon Plan (LCP-Residential Subdivision).
Contractors - ANSWER-All entities (contractors and sub-contractors) involved with land-
disturbing activities or whose work ṃay iṃpact quality of storṃwater runoff. Ṃust
participate in Pre-Con ṃeeting before beginning work and coṃplete a Contractor
Certification Forṃ (d-0437)
Utility contractors - ANSWER-Required to coṃplete a Contractor Certification Forṃ and
subṃit to priṃary perṃittee OR subṃit Annual Blanket Notice of Intent (AB-NOI) to
DHEC
AB-NOI - ANSWER-aka Annual Blanket Notice of Intent. Subṃitted each calendar year,
beginning January 1st. Copy of AB-NOI should be kept on each job site with OS-
SWPPP.
