Introduction

This essay will analyse the Charles River Labs case study through the lens of
organisational change management, first identifying and discussing the type of change
agency evident, and then critically evaluating the implementation of its change
initiative based on key influencing factors.

(i) Type of Change Agency at Charles River Labs

Change agency refers to the degree to which managers and other key actors within
an organisation can intentionally influence the organisation's strategic direction in
response to external threats or internal opportunities (March, 2003). It encapsulates
the debate between the extent of managerial control versus the impact of external
systemic forces. Hayes (2018) provides a useful framework to conceptualize change
agency by distinguishing between two dominant paradigms: the deterministic and
voluntarist views.



The Deterministic View of Change Agency

The deterministic perspective posits that managerial agency is significantly
constrained by forces external to the organisation. In this view, the organisation is not
an autonomous actor but rather a dependent component within a broader open system
of interrelated economic, social, and technological environments (Wang & Ahmed,
2003). Strategic choices, therefore, are shaped less by individual or collective
decision-making and more by the pressures and imperatives imposed by the external
environment.

For instance, factors such as global economic downturns, shifts in regulatory
landscapes, rapid technological changes, and volatile exchange rates can
dramatically limit a CEO's ability to alter outcomes, regardless of their skill or intent.
This perspective suggests that structural and environmental contingencies determine
strategic change, relegating managerial discretion to a reactive rather than proactive
function.

However, Hayes (2018) critiques the deterministic view as overly fatalistic. He argues
that, while external factors are undeniably influential, they do not completely negate
