, QUESTION 1: THE CURRICULUM AND ASSESSMENT POLICY STATEMENT
(CAPS)

1.1 Description of the Oral Activity and Its Objective
The oral activity is called Community News Corner. In this activity, Grade 4 learners will
be asked to listen to their teacher reading out a fictional local news report about an
event in their community, such as a clean-up campaign or a fun walk. After listening,
each learner will take turns presenting a short, impromptu “newsflash” of their own. The
aim of the activity is to help learners improve their listening comprehension and
speaking skills by processing oral information and sharing it with their peers. They will
practise reporting facts, using complete sentences, and adjusting their tone and pace
for clarity. This activity allows learners to develop fluency, pronunciation, and
confidence, which are essential for communicating meaningfully in different situations
(TMN3702 Study Guide, 2021:47). It also encourages learners to become active
listeners who can summarise and articulate information in a structured way.

1.2 How It Builds on Foundation Phase Listening and Speaking Outcomes
According to the CAPS document for Grades R–3, learners at Grade 3 level should
already be able to retell stories, respond appropriately to questions, and give clear oral
instructions (DBE, 2011a:105). This activity builds on those outcomes because learners
are first asked to listen actively to a spoken passage and then respond with a structured
oral message. By framing their responses as news reports, they reinforce sequencing
skills and learn how to present facts clearly, as encouraged during the Foundation
Phase. The familiarity of a community context gives learners confidence to participate,
as the topic relates to everyday life and is easy to visualise.

1.3 How It Aligns with Intermediate Phase CAPS Expectations
The Intermediate Phase CAPS requirements expect learners to interact confidently in
group discussions, give oral presentations, and use language appropriate to purpose
and audience (DBE, 2011b:38). This activity provides a clear opportunity for learners to
practise all those skills. It encourages them to use specific language functions such as
describing events, using past tense correctly, and expressing opinions about their
