Introduction
The historic calls for police reforms, accountability and attempts at racial reckoning have
left police departments nationwide struggling to keep the officers they have and attract new ones.
The crisis comes as many cities grapple with the fallout from the pandemic and sharp increases
in shootings and murders. Therefore, in the past year, city police departments across the country
have reports a dramatic drop in manpower, as cops resign, retire early or leave for the suburbs.
The issue I will be exploring in this paper is how younger and veteran police officers are retiring
early or resigning. I will also talk about the training police leadership to recognize and address
operational stress policy and provide theoretical justification for the policy. Next, I will discuss
the political environment in which the policy was put into effect. Lastly, I will provide a
recommendation based on what I have learned. Typically, the paper focuses on the problem of
young and veteran police officers resigning and retiring, on providing a policy solution and a
theoretical justification of the policy.
Problem
The issue within the realm of contemporary American justice that I want to explore is the
early retiring or resigning of young and veteran police officers in the U.S. For several years now
police departments have struggled to hire, retain or recruit new officers to fill their thinning
ranks. During the period of spasmodic protests and pandemic, plus an aftermath of violent crime,
the profession may be fast approaching a generational and possibly historic reckoning. The
