Aims and Scope. This Glossary is intended as an aid for reading and writing English language documents about education development in Laos. It lists more than 3000 acronyms, abbreviations, terms, expressions, and definitions in official or common usage found in literature specifically concerning development of education and vocational training in Lao PDR under the purview of the Ministry of Education and Sports. Where usage is primarily associated with one organization, that fact is noted. No organization has a monopoly on words, however, and terms originating in one organizational context can migrate to others, sometimes with slightly modified form or meaning. Wherever possible, such variations are noted. Abbreviations and terms originating in individual projects are entered into the Glossary only if they gain significant usage in the broader education sector discourse outside the immediate project context. UN expert agencies and NGOs are listed but consulting firms are not. Universities are listed when the role involves academic research or teaching. Private schools are listed if they often appear in the English-language news media. Standardization of Terminology. The reader is encouraged to avoid proliferation of out-of-date or non-standard terms, abbreviations, and acronyms, such as use of FD (Finance Department) to refer to DOF (Department of Finance) or TTD (Teacher Training Department) to refer to the DTE (Department of Teacher Education). We have tried to note out-of-date terminology and to give references to relevant current terminology. The use of upper- and lower-case letters follows standard English lexicographic convention. Thus an administrative unit for teaching or research is referred to as “Center”, not “Centre”, except for official names given in French. Similarly we refer to “programs”, not “programmes”. New terms and acronyms are entered as the authors find them relevant and their usage significant. A liberal approach has been taken with regard to meanings. Language is organic, constantly changing as new concepts emerge and old concepts fall into disuse. This Glossary is continuously updated, as new abbreviations, acronyms, terms, and expressions come into usage. We aim to achieve both formal accuracy in the use of official acronyms and representative coverage of the way terms are used in wider practice. Cross-references are given where needed. Hyperlinks facilitate cross-referencing on electronic media. A conservative approach has been taken in retaining older terminology, even long after the terms have fallen into disuse, in order to facilitate reading of older documents. Whenever possible, where old acronyms have officially fallen from usage, that fact is noted, but the entry is retained. Dates are given in the format yyyy-mm-dd. Historical terms and acronyms included here are noted as such in square brackets: • [Formerly], referring to relatively recent changes; • [History], referring to changes in the more distant past, usually before the Revolution in 1975; • [Dated], referring to terms outdated by more modern terminology but still in use in some vernacular writing. Entries within quotation marks (“ ”) are nonstandard or popular expressions, rather than official or widely accepted scholarly terms. Note that in September 2011 the Ministry of Education (MOE) was reorganized and renamed Ministry of Education and Sports (MOES). In the references below we always use the contemporaneous acronyms. Some writers mix lower- and upper-case letters in acronyms (e.g., MoES for Ministry of Education and Sports), while others use full upper-case acronyms (e.g., MOES). For simplicity, no such distinctions are made here, and with some few exceptions full upper-case acronyms are used. Many organizations have “Lao” as part of the official name, e.g., Lao Women’s Union (LWU). The acronyms of some Lao organizations, however, are modified for use in international context, such as conference presentations. For example, the National Commission for the Advancement of Women, abbreviated in the Lao context as NCAW, can be found in international context as LaoNCAW or LNCAW.
