There are two components that are reviewable: 1) contact/no contact between receiver and defender and 2) receiver stepped OOB before touching pass but back inbounds before touching pass. What is not reviewable is the aspect of "forcible." Replay can review to be sure there was contact between defender and receiver, but replay cannot judge on whether that contact put the receiver OOB.
