The ability to identify the hazardous substances, if possible. An understanding of the role of the first responder awareness individual in the employer's emergency response plan including site security and control and the U.S. Department of Transportation's Emergency Response Guidebook. The ability to realize the need for additional resources, and to make appropriate notifications to the communication center. HAZWOPER - ANSWER-Hazardous Waste Operations and Emergency Response. This is a set of laws from OSHA, EPA and DOT that address the safety issues of spilled chemicals, cleaning chemicals up from the environment and transportation. For HAZWOPER, Hazardous Substances are also defined as those regulated as Hazardous Materials by the Department of Transportation or by Comprehensive Environmental Response Compensation and Liability Act (CERCLA) (42 U.S.C. 9601). Health hazard - ANSWER-chemicals that are classified in accordance with the Hazard Communication Standard, 29 CFR 1910.1200, as posing one of the following hazardous effects: Acute toxicity (any route of exposure); skin corrosion or irritation; serious eye damage or eye irritation; respiratory or skin sensitization; germ cell mutagenicity; carcinogenicity; reproductive toxicity; specific target organ toxicity (single or repeated exposure); aspiration toxicity or simple asphyxiant.
