Wood Associate Dean of Criminal Justice Training Wayne Boulier Regulation Purpose To provide a basis for the orderly and disciplined performance of each cadet while in attendance at the Broward College Institute of Public Safety(IPS). Regulation Intent To promote a surer knowledge of what is expected of each cadet and to result in a greater degree of self-assurance. Multi-Agency Institute Aim To continuously build mutual respect, confidence and cooperation which are essential to the mission of the Institute and the Criminal Justice community. Cadet Deportment Each cadet, whether involved in official training status or otherwise, shall be governed by the ordinary and reasonable rules of good conduct and behavior and will not commit any act tending to bring reproach or discredit upon Broward College's Institute of Public Safety or the cadet's employing/sponsoring agency. All cadets are expected to act beyond reproach. Abusive Conduct Physical abuse, verbal abuse, threats, intimidation, harassment, coercion and/or other conduct which threatens or endangers the physical or emotional health or safety of any person. Disruption Obstruction of teaching, research, administration, disciplinary proceedings, other college activities, including its public-service functions on or off campus, or other authorized non-college activities, when the act occurs on college premises. Language The use of profane, obscene or vulgar language and/or gestures is prohibited. Insubordination Displays of defiance, disobedience, recalcitrance, arrogance, insolence, a confrontational attitude or otherwise showing contempt for authority will not be tolerated. Intoxicants Any cadet enrolled in the academy that reports to class with alcohol in their system, non-prescription narcotics or controlled substance shall be immediately removed from the class & referred to the appropriate coordinator for disciplinary action. Cadets are forbidden from drinking alcohol while in their academy uniform. Hazing Cadets are forbidden in engaging in any form of hazing. Hazing define as: any action or situation which recklessly or intentionally endangers the mental or physical health or safety of a student for the purpose of initiation or admission into, or affiliation with any organization under the sanction of the college. Misuse of classroom computers Cadets may use the computers to communicate with Instructors, each other, or administration via email. Cadets are not to save materials on the computer or use them for any unauthorized purpose. Cheating and Plagiarism Cheating on any exam, project, quiz or assignment is prohibited and will result in DISMISSAL. Plagiarism will result in the increase by 50% of the initial makeup or written assignment. A second offense will result in 25 demerits which is subject to a hearing. Cadet Honor Code A cadet will not lie, cheat, or steal, nor tolerate those who do. Guilty Cadet Arrest Should the cadet be arrested for any criminal offense or have contact with law enforcement officer, the cadet must inform their agency or if self-sponsored, must notify the class supervisor. The arrested cadet will be suspended from the program and eligibility will be determined based on the current eligibility criteria established by the Institute of Public Safety. Not Guilty Cadet Arrest If the cadet is found not guilty of the charges, he/she will be eligible to return to the program, although this would be in all likelihood be with another class. False Statements Knowingly signing any false, misleading or inaccurate memo or document. Knowingly making any false, misleading or inaccurate statement. Greeting of the day "Sir/ma'am" (time of day) "sir/ma'am" When to Stand at position of attention. When speaking to all personnel on academy grounds excluding cadets. While extending the greeting of the day. When an instructor or class supervisor or dean enters a room. Reporting to staff members Ma'am/ Sir, Cadet (your name) reporting as ordered. Is Criticism of staff members or fellow cadet is allowed? No! Sleeping No sleeping allowed while in the academy at no time. Food and Beverages Are not permitted in of non-designated eating areas, classrooms, lockers, gym, training vehicles, firearms range, and other areas that may be designated. Forgery Altering or using any document without authorization. This includes examination materials and/or identification documents. Consipiring Operating in collusion with another person with the intent to commit an offense prohibited by these rules and regulations Harrassment Harassment is defined as offensive or derogatory comments based on race, color, sex, religion or national origin either directly or indirectly to another person. Academy Harrasment Policy The academy does not condone, and will not tolerate, any form of harassment and shall take direct and immediate action to prevent such behavior, and to remedy all reported instances of harassment, sexual or otherwise. Institute Hours Normal business hours for the IPS are from 7:45 am to 5:00 pm, Monday through Friday. Cadet Hours The hours for cadets are as designated by the applicable class schedule. All schedules are subject to change. Training Hours Class periods with be 50 minutes in duration, with a ten minute break in between classes; except certain courses not conducive to such scheduling; I.e., firearms, vehicle operations, defensive tactics, physical training, etc. Roll Call/Formations All cadets are required to be at all roll calls/formations in the appropriate uniform unless otherwise directed by a class supervisor. Any cadet not in formation at the prescribed time and in the prescribed uniform will be considered tardy. Meal Breaks All breaks will be held according to the training scheduled. Cadets enrolled in basic training programs or courses are not permitted to leave the college campus, unless authorized by the class supervisor. When a cadet leaves the area of Buildings 21 and 22 for a meal break, he/she will be in Class A or Class B uniform without their duty belt/equipment/gear. Sexual Harassment Defined as I welcomed sexual advances, requests for sexual favors and other verbal or physical conduct of a sexual nature. Chain of Command Dean of IPS Associate Dean of CJ training Class Supervisor Cadet Class Supervisor Person responsible for the day-to-day conduct of classes. Supervisors are carefully chosen for their interest and skills from various law enforcement and corrections agencies in Broward. They oversee the classes, evaluate progress of each cadet under their supervision and are responsible for making recommendations concerning retention or termination of cadets. Obedience to Command. Cadets shall obey all command and instructions issued by Institute staff. How to address staff member and members of the public. Begin with, official title or "sir or ma'am", if title is unknown then end with official title or "sir or ma'am." Smoking and use of tobacco products Public displays of affection Cadets are prohibited from any public displays of affection while in uniform. This includes kissing, hugging, or other inappropriate behavior Home phone numbers and addresses Any changes un a cadets main telephone number and or current address shall be reported in writing to the class supervisor within 24 hours Fire alarms and other emergency situations When a fire alarm is given, all cadets will immediately leave the building according to evacuation procedures and report to the designated are for formation cadets are required to become familiar with the evacuation procedures as posted in all rooms. Cadets are required to be familiar with alarm box locations and automated external defibrillators American flag protocol in the line of duty death The american flag which takes precedence over any flag, is to be properly honored each day by all staff and cadets of the institution of public safety. When an officer or other official is killed in the line of duty or memorialized by the authority of the president of the united states, the governor of florida or the president of broward college may order the flag to be lowered. The police academy honor guard will be responsible for carrying out the lowering of the american flag when an officer in the state of florida is killed. Neglect of duty A failure to report promptly at the designated time will be deemed neglect of duty. Tardy Cadet A cadet who reports more than 15 minutes after the beginning of an hour of instruction will be counted absent for that hour. A cadet who is not on time for training must notify the class supervisor to inform him/her of the delay. Excused absence request Every cadet who reports to an assigned location later than the time designated shall, as directed by the class supervisor, complete a request for excusal of the tardiness by submitting an excused absence request through chain of command, explaining the reason for the tardiness. If the excuse is not approved, demerits will be assessed according to policy. Make up work Make up work for the time missed will be submitted by the cadet within 3 days of the approved incident. One page of typed make up work will be required for each hour missed. Attendance
